Upgraded the Open Telemetry image from v0.127.0 to v0.133.0 to pick up vulnerability fixes. This change promotes the pkg.translator.prometheus.NormalizeName feature gate to stable. To understand the changes in each release, review the full changelog for opentelemetry-collector-contrib.
